MUNICIPALITY OF RUSSELL BINSCARTH
POSITION DESCRIPTION
POSITION: Lead Hand / Labourer
SUPERVISOR: Public Works Foreman
SUMMARY:
A Lead Hand / Labourer may perform duties involved in maintenance of roads, sewer and water distribution system, Municipal property, parks and other operational areas in order to achieve the effectiveness, efficiency and financial goals of the municipality. (This job may involve the assignment of responsibilities and tasks other than those listed).
DUTIES & RESPONSIBILITIES:
As Labourer you will be responsible for the following:
1. To perform all assigned duties and operations including:
• To assist with road maintenance and snow removal
• To operate certain road maintenance and snow removal equipment
• To assist in construction, repair of the sewer and water distribution systems
• To maintain or develop parks and other Municipal property as instructed
• To become part of the after - hours on call rotation
• Perform necessary tasks at the Municipal Landfill Sites
As Lead Hand you will have added duties as set out below including, but are not limited to, the following:
1. Provision of Manager coverage during time when the Public Works Foreman is away or unavailable.
2. Provision of Supervisory activities as identified by the Public Works Foreman or the Chief Administrative Officer.
3. To ensure activities comply with Municipal policies and procedures.
• To have or develop knowledge of all relevant policies, procedures and laws.
4. To maintain a safe work environment.
• To ensure the work environment complies with Workplace Safety and Health standards and government regulations
• To address safety issues as soon as possible
• The right to refuse if he/she deems work to be unsafe
• The employee shall ensure their own and subordinate's usage of all safety equipment supplied by the Municipality.
5. To deal with the public in a courteous, respectful and professional manner.
6. To work within the policies and guidelines of the Municipality of Russell Binscarth.
7. To be responsible for equipment maintenance, repairs, inventory control, reporting and other administrative duties.
8. To meet performance criteria with regards to operations.
• To perform their duties at the highest level possible.
• To be subject to an annual performance evaluation.
9. To attend training and education courses that may be required by the Municipality in order to comply with regulatory requirements

Knowledge:
• Equipment operation
• Road maintenance and drainage systems experience or knowledge an asset
Degrees/Certificates/Licences:
• Grade 12
• Minimum valid Class 5 Province of Manitoba Driver's Licence or valid equivalent preference for Class 3 with air or equivalent or willingness to obtain
• Other combinations of education and experience will be considered.
